Carolina Koutras, PhD

Public Impact Executive

I’m a strategic operator and entrepreneur with experience spanning the private, public, academic, and non-profit sectors. Community service, science, and technology have been central to my career, shaped by work across diverse disciplines where I have led large-scale investments, strategic partnerships, and high-visibility initiatives. 

Currently, I serve as Chief Operating Officer of One Yukon Coalition, where I lead cross-sector partnerships and initiatives focused on advancing community health and resilience. I also serve as Board Chair of Heros Biotech™ and as a Board Director of the Maternal Infant Child and Youth Research Network.

I hold a PhD from Université Laval and a BSc from Paris Descartes University. I completed postdoctoral training at the University of Toronto, and the University of Calgary as a Donald Burns and Louise Berlin Fellow. I remain actively engaged with the academic community through mentorship, publishing, and advisory roles. 

Based in Calgary, Canada, I have also lived in Belgium, Brazil, France, and the United States, and am a Rotary Club alumna. These experiences have shaped how I navigate complexity, build relationships, and approach challenges with a sense of shared purpose. Outside of work, I am active in the conformation dog show community with my Samoyeds, a passion that reflects my lifelong love of animals.
